This briefing provides indicative estimates of the subsidies that were to be payable to eight major industrial emitters under the proposed rules for the Emissions Trading Scheme (ETS) proposed to Parliament under the Bill put before it in 2008. The rules were changed significantly before it was passed and the subsidies were further altered in 2009 amending legislation.
